Welcome to New Land City, a place where the epic struggle between Good and Evil is little more than a pre-determined game, with the roles of Hero and Villain placed upon its citizens against their will in what is known as The Categorization. Heather Sharp, a girl who has only ever wanted the normal life of a Civilian, is selected by the Categorization Committee to be a Villain, but despite her initial disdain for the decision, her skill and ability of enhanced senses cause her to rise through the ranks until she obtains an envied spot in the wicked alliance of evil-doers known as The Tandem of Terror. However, Sharp soon finds herself breaking The Villains' Code, and becomes hunted by former allies and enemies alike. And as she runs, she discovers that there is more behind New Land's strange system of right and wrong than she was originally led to believe.
