A Marine Corps pilot, Major Vance McGruder is missing in the Caribbean Sea. Preliminary radar data indicates his F-35B jet crashed soon after launching from the USS George H. W. Bush and he is presumed dead. A top secret weapon is aboard the stealthy jet. His best friend, Commander Scott Wallace, conducts an Aircraft Mishap Investigation. The results of the investigation shocked the Navy after the Mishap Board discovered that McGruder hadn't crashed after all. He had flown toward the United States utilizing all of his military trsining to avoid detection. Shock waves surge to the highest levels of government when Scott discovers data in McGruder's PC and evidence in his compartment that strongly suggests he has become a home grown terrorist. After accidentally bombing and killing several children in Natanz Iran, a distraught and angry McGruder decides to implement the provisions of The Pact. The Pact is a document handed down through the McGruder family for several generations. Its edict is to destroy Norris Dam and return the land seized by the TVA to its former natural state. If McGruder is successful he will annihilate the nuclear facilities at nearby Oak Ridge killing and injuring thousands with the deluge, and creating an ecological disaster. The Pentagon assigns Scott the task of aborting McGruder's plans. Scott must act quickly. McGruder and his F-35B could come out of hiding any moment.
