Developing an effective U. S. national security strategy for Latin America hinges upon how well Colombia fares in its fight against the major sources of violence: guerrillas, paramilitaries, and narcotraffickers. Currently, Washington supports a counterdrug policy, while Bogotá argues for a counterinsurgency strategy.
