The basic theory is to use the model of the Panama Canal and leave out a few blocks on each level to form water locks, raft the needed blocks, and float them up level by level to the top level where they are then rolled into place on logs. I guarantee it to work. My experience includes 20 years in the field as a carpenter as well as most other aspects of the construction trade.
