2 Chronicles 7:14 says, "If my people, which are called by my name, shall humble themselves, and pray, and seek my face, and turn from their wicked ways; then will I hear from heaven, and will forgive their sin, and will heal their land."He do not want just a half of a fraction of people, He does not even want 99 and a half. He wants all of us to come together to pray, call out His name, humble our selves, seek His face not our own face but his face, and turn from our wicked, wicked ways then and only then will he hear our cries and forgive us of our sins and then and only then will he heal this land.
