The City of Chicago has been terrorized by a mysterious serial killer nicknamed The Mask who leaves behind a theater mask on his victims. This time, his victim survives his savage attack. As she lies in the hospital, she doesn't turn to the police for help but she turns instead to a mythological boogeyman known as Brutin Vitellus. She claims that she is his slave and when he finds out what has happened to her he will come to Chicago and set things right.
When a reporter manages to gain access to the victim, she discovers that the girl is the daughter of a Senator who once opposed the white slave trade and is somehow linked to the world famous movie star, Sara Singleton. In a bid to expose the secret and further her career, the reporter reveals the links of a chain that spans the nation and ends in the hands of a man willing to ruthlessly kidnap, murder, and enslave to further his agenda.
Now, he has come to Chicago to set things right, bringing his own brand of justice to a man who has terrorized a city.
And Brutin hasn't come alone.
