Nancy Limry, a student at Adrienne University, has just been brutally murdered, and the evidence points to a homeless man who recently drifted into town. As the detectives concentrate their investigation on the drifter, Librina rallies members of EFSA to exploit Nancy's death for their organization's political purposes. But there's a problem. The troops don't belong to Librina-- they belong to the new president, Sylvia.
