The Antioch Dunes National Wildlife Refuge (Refuge) is the first and only wildlife refuge in the country established to protect endangered plants and insects. Created in 1980 by the U. S. Fish and Wildlife Service (Service), this riverside Refuge provides protection and critical habitat for three endangered species: Lange?s metalmark butterfly (Apodemia mormo langei)(Lange?s), Contra Costa wallflower (Erysimum capitatum angustatum)(wallflower), and Antioch Dunes evening primrose (Oenothera deltoides howellii)(primrose). The CCP provides a clear statement of direction for the management of the Antioch Dunes National Wildlife Refuge over the next 15 years; a clear vision of the desired future conditions of the Refuge; the public with an understanding of the reasons for management actions on the Refuge; long-term continuity of Refuge management; and a basis for operation, maintenance, and development budget requests. It also ensures that management of the Refuge reflects the mission, policies, and goals and the compatibility of current and future uses of the Refuge.
