It is most particularly for executives and managers experiencing late projects, out of control costs, insufficient functionality, never-ending defects, poor system performance, continuing surprises, and terminally overworked employees. Its mission is to provide you with a crap detector for software engineering: to know what should go on, ask the right questions, analyze the answers, and forecast outcomes. It is based on the lessons of the last 50 years of software development during which the technology has changed dramatically but the human processes and their results have remained depressingly the same. This second edition contains a few topics I forgot to include in the first, corrects typos, and cleans up a lot of awkward phrasing.
