The president's summons of senior government, business and scientific executives highlights the alarm produced by the collapse of an oil platform in the "Sea of Cortez." During the conference an old seaman, Diego Davila, is named for having written several articles and a still unpublished book on the dangers of deep oil drilling, and for asking governments to set limits to oil free enterprise; asking to force oil companies to make public the characteristics of their work, the depth of the perforations and to limit the pressure of their hydraulic fracking. Diego, a fervent advocate of ecology and believer of the Terrestrial Expansion Theory, is trying to publish a book about his ideas. In his book, he explains that the techniques of deep drilling and hydraulic fracking are just as dangerous as underground atomic tests. He believes both activities produce dangerous fragility at the earth's crust level. Diego was called by a fishing association to confirm an anomaly in the depths of The Gulf. As a result, Diego is involved in a succession of events that lead him to a criminal incident.
