Emotionally exhausted after closing a case involving a series of grisly rapes and murders, Detective J. T. Kelso, a fifteen-year veteran with the Detroit Police Department, is convinced that he has seen it all. When he is called to a murder scene where a young woman has been shot twice, a bullet to the head and one in the chest which shatters her breastbone into countless pieces of sharp shrapnel, he realizes that he has just been kidding himself. When a second body turns up and the evidence points to the same gun and that both women worked for the Detroit Public School system, J. T. fears he might be dealing with a hit man or a serial killer. His search starts at the Detroit Public Schools system's central administration offices. Exacerbated by dishonest politicians, weak financial controls, and ineffective emergency managers, the city of Detroit and the Detroit public schools have been struggling for years. As Detective Kelso races around trying to solve the murders, he uncovers a pattern of corruption that involves numerous Detroit school principals, a high ranking administrator, and a respected businessman. For over a decade, these individuals have violated the public's trust and have cheated the struggling school district out of millions of dollars.
