It's winter in San Diego, and U. S. Customs Special Agent Jimmy Maxwell is working hard at Operation Alliance, a border narcotics task force trying to stem the flow of narcotics being smuggled into the U. S. from Mexico. Timothy Daniels spent a good portion of his career working as a U. S. Customs (later U. S. ICE) special agent assigned to Operation Alliance in San Diego. He was a supervisor of a group of special agents conducting border narcotics investigations. "There are a plethora of stories available, as there are several thousand cases worked each year by the Customs Service, DEA, and local police detectives assigned to the Operation Alliance office."
