There's a killer on the loose in Cleveland. Why is he committing acts of terrorism? To unite mankind in fear - in fear of him. He calls himself "The Other", to focus hatred of all the "others" we see in this world.

Leading the investigation is Jack Wharton, a former Navy SEAL, who has his own demons to overcome. The chief suspect in the case is someone from Jack's childhood past, and Jack eventually captures this suspect, becoming an apparent hero...until things start crashing down, leading to a surprise ending.
