This is an analysis of President Franklin Delano Roosevelt's policies and actions from 1934 to 1941, leading up to Japan's attack on Pearl Harbor, as well as the information he was aware of before the attack. The analysis shows that President Roosevelt strove to maintain peace with Japan and to keep the peace in the Pacific. Roosevelt's main goal was to maintain peace in the Pacific so America could concentrate on the conflict raging in the Atlantic.
