The Light has won. Topia City is safe once more, and the Anarchist Rebellion has been defeated in one swift blow. But the plan of the Shadows is far from finished. Just as life seemed to be progressing steadily, new threats are rising inside and out of Topia. Cosmic beings are descending upon the planet with malicious intentions, the Bulls-Eye Brotherhood has once more turned astray, and the agents of anarchy are anything but defeated. At the center of everything, however, rises the new leader of the Shadows. He conquers minds, he conquers wills, and he cannot be fought with sword and shield. The Rebellion is returning to Planet Earth, and this time, the fight is much more personal.
