In the future the Welfare Act allows corporations to gather unsupported children and train them to give them value, like police or medical or military, then sell them, or really sell their contracts. Alex was homeless and hungry when the Survivor corporation found him, they want their trainees to be capable of doing everything, but most importantly survive, and they tested them, a lot, and some of them died. Alex stayed alive, he had no other choice, but he also found his place in the world.
