After disastrous droughts and the Dry War, California is governed by the Guardians, who have developed Space Homes in orbit around Earth to house the residents of Northern California. They are moving people into space to allow the Californian environment to heal, and to provide workers to remove trash from Earth and to mine cobalt on the Moon. Twelve-year-old Miarra is the lone dissident voice asking why they must obey the Guardians and when can they return to Earth?
