The production of flour and bread is one of the main branches in Ukraine. However, such strategic importance of those products does not prevent the rise of unfair competition in the market, risk of suspension of production among producers, or illegal behaviour of some enterprises, allegedly provoked by governmental regulation. Therefore, this case study of the price regulation of flour and bread in Ukraine explores how the government may cause negative externalities in the market.
