The Leadership and Decentralization describe the problems that leader face in practice, organization and in general. The decentralization process is important, difficult and has different results in different fields and states. The study has the attention to identify the leadership in water sector, his best attributes and features and to model it. Other attention of this study is to evaluate the decentralization process in Albania water sector and to see his effectiveness. Finally another attention is to identify the leadership in the water sector or who is the the best one , the leader.
