Mongolia which is characterized as land locked country with extreme continental dry climate. These severe conditions accompanied by drought, irregular distribution of water resources and erratic rainfall patterns put constraints on agriculture sector of Mongolia. As revealed by this study Mongolian farmers see the loan support from government as the most important service from government but their biggest demand from government is also strengthen of loan support, so they can invest in irrigation systems. Water scarcity is the most important problem Mongolian farmers are facing and the major hindrance in the improved crop production. This problem can be tackled by modernization of irrigation system and adoption of efficient water management techniques and practices. The modernization can be achieved by importing proper technology and access of farmers to these technologies which is locked in certain communities (big farmers) of farmers. Efficient water use technique and practices can be adopted by farmers' education and skill development.
