The Ministry should prepare a master plan for the development of the labour administration system over the next 3-5 years, around its human resource, logistic, information, and managerial requirements. External technical assistance will be required to develop a truly modern labour administration. Capacity building efforts must also include representatives of employers and workers,particularly at enterprise level. Both workers and employers need assistance to build their capacity to adjust to new approaches to labour protection and labour inspection, and the government must committed to work with its social partners to develop their capacity to meet the challenges of change.
