TVET respond to the demand of labor market, both local & global are viewed as central to equip the young with the work skills, which will enable them to escape the trap of poverty & contribute to their community?s economic wellbeing. These importance?s of TVET give rise to the issue of the efficient operation of educational institutions. The effectiveness & efficiency of these institutions are highly influenced by the extent & process of power & authorities distributed, the strength, the capacity of TVET personals, the availability of financial & human resources to implement decentralized TVET service delivery. Decentralization has emerged as a highly popular strategy for improving public sector efficiency in general & TVET as educational sub-sector in particular. In this regard, this study would examine the existence of capable institutions; with clear structure & functions, adequacy of finance & the availability of material resources.
