Social, political, and economic changes leading to democracy and a market economy are neither the fortune of accident or organic processes. Successful transitions require both the political will to reform and the capacity for strategic management among responsible actors. How manageable is transformation, and how successful are developing and transition countries around the world at managing systemic change? The Bertelsmann Transformation Index offers answers by reporting on 23 performance indicators of political and economic reform in 116 countries in transition. Countries from Europe, the Russian Federation, Asia, Africa, Latin America and the Caribbean, and the Middle East are included. Each country report analyzes the current status of the processes leading to democracy and a market economy as well as successes and set-backs over the past years. The reports also focus on how development and transformation policies have been strategically organized. The Bertelsmann Foundation and the Center for Applied Policy Research have developed a rating system that allows for comparative analysis of transformation management. The results are incisive, comprehensive, and authoritative.
