Small arms and light weapons are taking the African continent hostage and fuelling civil wars, organised crime and terrorism. How can we understand their proliferation and the spread of the phenomenon in a battered Africa that produces little or nothing?Large stocks of small arms are in uncontrolled hands and often outside any legal circuit. Governments have very few resources to deal with the problem, which is an emergency on a continental scale.
