People constitute an organization's most important and vital factor in its success or failure. Human resource is pervasive in all types of organization whether public or private, regardless of size, function or type of activity. Because human resources are a major asset of an organization, taking in people requires a careful study of the present as well as the future demands of the public administration environment including the personnel needed to enable it to carry out responsibilities and perform required services. There are other organizational needs like physical plant, equipment and money but human resource is the most crucial determinants of success or failure of an enterprises. The organization may have good plans, orderly sequenced work flow, symmetrically pattern of organization, efficient fiscal control system but may yet be a failure by employing wrong people and not motivating them. If the bottom line of organization is to get results, it must hire the right people. The quality of the utilization of the latter is almost always affected by decision about human resources. The challenge of management is not so much in its money, machines, methods, and markets but its people.
