Elanna finds herself the prime suspect in the murder of the Governor of Babylon, Samu-Abil and she flees with Moonglow to Urmenia, where she discovers all the winged horses are losing their immortality, and many have died. She has a vision of disaster befalling Babylon and the pair fly back to the city where Elanna is arrested by mercenaries and thrown in jail.
