Like frogs, the citizens may not be aware of how dangerous the situation is. They will rely on old data to make decisions and risk assessments. They will overemphasize the monuments and speeches of prior eras, without taking into consideration the new context and conditions. If the parties don't respond with public policy and pressure to reform, the public's expectations will continue to sink. It is when conditions completely deteriorate, the prospect of a secession or dissolution becomes justified.
