New economic educational developmentOn natural environment protection policy, whether national environment protection policy can assist economic growth to the country. The natural environment is central to economic activity and growth, providing the resources, we need to produce products and services and absorbing and processing unwanted by-product in the form of pollution add waste. So, environment assets contribute to managing risks to economic and social activity helps to regulate flood risks, regulating the local climate both air quality and temperature and maintaining the supply of clean water and resources both. Government's environment protection role is to send clear signals and set a long term policy framework in order to provide businesses with the certainty who need to make investments in low carbon and resource efficient technologies. It is also essential that government listens to and works with business, so that environment protection policies are designed in a way that avoids unnecessary burdens and removes potential barriers to success. So, the natural environment plays an important role in supporting economic activity. It contributes: directly, by providing resources and raw materials, such as water, timber and minerals that are required as inputs for the production of products and services and indirectly, through services provided by ecosystems including carbon water purification, managing flood risks and nutrient cycling. The relationship between economic growth and the natural environment is complex. Several different drivers come into play, including the scale and composition of the economy, particularly the share of services in GDP as opposed to primary industries and manufacturing and changes in technology that have the potential to reduce the environmental impacts of production and consumption decisions when also driving economic growth. In fact, economic growth involves the combinations of different types of capital to produce products and services these include; produced capital, such as machinery, buildings and roads; human capital, such as skills and knowledge, natural capital, e.g. raw materials are extract from the earth, carbon and services is provided by forests and social capital, such as institutions and ties within communities. So, government needs to concern that national resources can not be extracted too much to lead our natural capital is lacked to produce any products or to provide services in the future. In particular, market failure in the provision and use of environmental resources mean that natural assets would be over-used in the absence of government intervention. These market failures arise from the public product characteristics of the natural environment, external costs and benefits, where the use of a resource by one party has impacts on others, difficulties in capturing the full benefits of business investment in environmental research and development, and information failure. Market failures may include water quality and to vehicle emissions to influence human's body health. So I suggest that any countries' government needs to achieve these policies which concerns on environmental protection aspect to achieve its public spending and technology policy, such as below: ? On developing flood infrastructure hand, supporting low carbon technologies electric vehicles. Also on the information provision and other policies to address barriers to influence consumer's behavior change, such as product labelling policies and policies to increase take up of resource efficiency measures to provide environment protection. So, effective environmental policy is likely to require and the use of multiple instruments, each tackling to require part of the problem when avoiding duplication and unnecessary regulatory burdens. Also, pricing environmental inputs can correctly help any businessmen to manage how to use natural resources effectively.
