Franklin, West Virginia, a sleepy picturesque town nestled in the Allegheny mountains, has experienced its third residential death of the winter heating season caused by carbon monoxide asphyxiation from gas furnaces. The local police chief, Thomas Saunders, formally of CID, the Criminal Investigation Division of the Marines, suspects foul play. Saunders learns from a colleague, Special Agent Arthur Butler of the FBI, that the incidents in Franklin may be related to a serial killer dubbed the Whistler. The two lawmen join forces to hunt down the ruthless murderer and learn that the carbon monoxide poisonings are a ruse spawned by something more sinister that empowers the Whistler to fulfill his compulsive desires.
