It had been nine-years since New York City was in the grip of a reign of terror from "Jack the Ripper" and now, in the year of our Lord 1900, in New York City, it would appear they have a similar killer of their own. A few bodies are discovered on the same night in the same part of New York City: both shocking, both inexplicable - neither entirely human... The Mayor of New York and the Chief of Police task their elite Detectives to track down and bring the killer to justice. But the authorities, and the police are being mocked by the press and investigated by the US Federal Government in Washington DC. The notorious investigator Detective Robert Drake seems plagued by a perilous obsession and Chief Thomas Ingram himself, is expected to stand before a Supreme Court to defend the practices of his New York City Police force. So, when a couple of residential properties are apparently burned down by a pyromaniac, the Chief of Police sees an opportunity to recruit the victims of the crime once again: ex-detective Albert West and his unscrupulous friend, Bob Drake... Together, they are obliged to collaborate in a case more gruesome and extraordinary than any of them has experienced. Further unearthly figurines appear, The New York Police Department itself is robbed, Mr West is arrested for murder, and men walk the streets undistinguishable. Is the evil-minded perpetrator behind this chaos the same man being sought by Detective West?
