How can human resource strategy raise educators' teaching efficiency?These are considered questions concern school organiations: Must school's training deparment need to be arranged? How can school organizations' human resource department help educators determine cost ( efficiency), how to define student performance ( effectiveness) and how to compare cost to raise high quality of teaching performance to teachers? Has it relationship how to guide policy and allcation of resources between school organizations' human resource strategy and the structure that produce the greatest improvement to teacher individual teaching behavior for the least cost to satisfy student's learning need?I beleive that school's human resource deparment has relationship to influence teacher individual teaching performance and student's individual performance in eduation industry. The teaching effect to teacher's performance includes: high cost and high performance or high cost and low performance or low cost and high performance or low cost and low performance. However, these unpredictive variable factors will bring above these teaching effect to be changed, even the school's human resource department had selected the teacher who owns more years teaching experience and high level of qualification to teach the subject. It means that the high level qualification and owning more teaching experience's teacher can teach whose students in poor teaching performance to bring poor learning effectiveness to whose students. The unpredictive variable factors may include socio-economic make up of student high populations, so the prior excellent performance teacher needs to teach 30 students in one classroom in prior. Currently, he/she needs to teach 50, even more tham 50 students number in one classroom, due to the shortage of teachers number and/or increasing students number to the school, size of school, e.g. classroom number is no increasing change, but the students number is increasing to the school, teacher turnover ratio increases, it is possible that many teachers feel pressure to teach many students in one classroom. They want to change career development, they feel unfair salary and benefit treatments, they are complained by students of student's family, they feel themselves teaching studetn's learning performance, it can't improve and examinatons results are worse. They teachers concrn themselves' teaching responsibilities more than students themselves learning responsibilities as well as the mobility of students, e.g. many students often change different subjects to learn or many students are leaving this school and they change to another new school to learn. So, the teacher needs to spend much time to teach the new students, due to they are replaced to the leaving old students as well as the teacher needs to spend much time to teach the new student swhen he/she is studying this new subject and he/she is the another old subject student. So, these unpredictive variable factors will cause the owning past excellent teaching performance's teachers feel pressure to teacher his/her students currently. If any one of above these unpredictable factors influence to his/her teaching behavioral needs to be changed to in order to adapt this sudden new and complex's teaching workplace or learning environment. Then, it is possible that their teaching performance will be worse, due to they feel pressure to teach their students in classroom every day.
