Pigwick continues his journey of blunders. He creates a good impression among the top bosses including the Minister. They are very happy with his approach to problems and want to give him heavy responsibility. Pigwick expresses willingness to shoulder heavy responsibility. This culminates in his appointment as Unemployment Commissioner. His mission is to tackle the problem of unemployment in his province. He launches a massive industrialization program.
