A teenage prostitute, illegal drugs and a mysteriously missing gun leave Mount Vernon Chief of Police Early Moon caught between a pompous boat builder and a vigilante women's movement. As the chief seeks help to solve too many cases, he quickly discovers there are few in Mount Vernon's city government he can trust - and many he cannot. He is woefully understaffed and overworked. Confused by conflicting facts and his mother's frightening, off-the-wall prognostications, Chief Moon is pushed over the edge. He lashes out at those he needs and finds himself isolated. To correct his fall from grace, he must rely on basic police procedures, his own instincts, and his old Colt .45 - all of which help him back on track. When it seems there's closure to the chaos, life appears to be getting back to normal. The celebration quickly ends when something profoundly evil slithers into their lives.
